Did Naruto ever pass the chunin exams? No. So how could he be higher than a genin.

Naruto and Sasuke are both genin.

Technically they are still both Genin as neither Sasuke nor Naruto ended up completing the Chunnin exams they participated in. But logically they're far above ninja rankings. The Chunnin exams shouldn't even be applied to them.

Well it's like 3 years time skip and after they work funerals for those who died, fix and damage done from the war, and work on the new policies for the new system then they might not even have the same ninja system for a Chunin exam. If they do then Naruto and Sasuke would have their higher powers restricted but they can win in base.

Also that's assuming Sasuke returns to the leaf, he might be wondering around by himself.
