it took them two because kaguya was infused with the tree if she wasnt there i dont think the juubi would be as strong its being controlled by her will

The juubi is Kaguya's will (essentially black zetsu)

Now in the past juubi jinchuuriki's that had the juubi inside of them....

The same juubi with Kaguya that was sealed in the moon, is the same one that was inside Obito and Madara.
