i think yes, that's why Boruto didn't reacted well in chapter 700, you can see at the end of the movie he loves his papa a lot and Naruto was probably not the hokage at that time meaning more available for his kids.
Himawari is more like Hinata, she probably understood and agreed to share her papa with the village a lot more since she's the second child, also, maybe because she's still young and a lot with her mama and of course, Boruto is a boy and older so he wants Naruto's attention more
