I dought anyone that LUFFY has beaten will ever ever surpuss him ever again, Luffy is young and grow stronger than his Older counterparts everyday, I wil not make sense if he stays on the same level as the people he has beaten before, and again Luffy has never beaten smoker so he is the only one who we can says they are on the same level, even if Smoker dissapointed us all with his power, but the fact that Luffy hasn't beaten him specify that smoker must not be taken lightly.

Not only was Lucci being referred to as "boss" but everyone was reporting their findings back to him. He's in some sort of position of authority within CP0. Not to mention they'd have put him in charge of this mission assuming he'd have to deal with the Chief of Staff and the RA. That's why CP0 came back. They expected him to run into Sabo. He is definitely above Vergo level.

Well seeing as how Lucci was almost equal to Luffy Pre TS so nothing suggest that Lucci can't hold his own against G4 Luffy.
