Na Kakashi said to Gay when he was gonna use it on the tailed beast and Obito that he's needed throughout the war and in the leaf and not to use it. Lee said he would've done it along side Gay but he can only open up to the 6th.

Really all he needed was the seventh. Which he was one away and he was still shown to be training by the end of the manga. He took note of how to use the 8th by seeing Guy, so I'd say yeah. Lee is ripped now btw.
