It's just a theory that he might be slowly regaining his chakra. Because since half of his chakra was the ying part, it might regenerate. It's a theory because when a tailed beast dies the chakra comes back, forming the beast again.

Kurama's like 100 times bigger than the buildings in Konoha before it was reduced. Naruto's Super Oodama was almost as big as the Fox, which isnt close to a building. thus, no it didnt

I think your right but since it was sealed in the death reaper seal i do't think Kurama can regenerate it...

I don't think so because Minato took entirely his yin chakra
So he has nothing to build over
Think of it as taking 10 black couple and 10 white couple
of you kill 5 of each, they can mate and grow back to 10 eventually
but if you kill 10 of one, the others can mate and bring back to a total of 20 but the other kind will be lost

So at most, Kyubi has his chakra amount back but not his yin affinity
But, the fat that it remains the same size as when it shrunk demonstrate that he probably did not
