When Konan uses her Great paper ocean jutsu against tobi she said that she had gathered ( And I'm probably wrong here) but he she gathered 1 billion paper bombs.

I'm just asking if you think she did it her self or had help from the villagers since they praised her.

Since gathering together that many paper bombs into one place would take a long time.

And if she did do it by herself it would have probably been best to have help.

No. That jutsu was specifically made for Obito.
This is proven because on a Flying shinobi it would have no effect.

A jutsu exclusive for obito.

It wouldn't kill people with teleporting tech but it would kill strong people like Hashirama
