I think he is more so a victim of his upbringing in which his father and the rest of his family convinced him that he was destined to lead mankind as a result of his genetic superiority. I don't think he is bad just for the sake of being bad, after all it would seem he has a true affection towards Michelle Davis which is proof that he is capable of showing compassion. Thus there is hope that he can be saved in the sense that someone(Michelle) can bring him back to the good side. However due to his MARS ranking being #1 there isn't much hope for the rest of the Annex 1 crew seeing as how he decimated an army of roaches without even transforming.
