Sadly, no, I don't think he'll come back. Quite a shame really, he was an awesome character. Serious when needed, but also could have some laughs. 
Do you think Jiraiya will come back in Naruto Shippuden??

I really not, if they brought Jiraiya back on the evil side the war would have became hell for the SA; unlimited Toad Sage & Massive Gallant Rasengans, and Naruto would be hesitant to kill his favorite sensei
