Do you think it was a good idea hagoromo created the tail beasts

Was it good that the tail beasts existed or better off they werent created and he seal away the juubi chakra so no one could get to it.

For that matter was it a good idea he passed chakra to people.

It was good that he split the juubi chakra because all the years of searching the tailed beast made the juubi reborn and then Kaguya comeback delated.
Both, the tailed beasts he created and the chakra spread to people made possible the victory against Kaguya.

id say it is debatable. The Juubi at the time before his death was sealed within him, and if he died without passing it on or splitting it, then it would be released to rampage the ninja world. However, the decision of splitting it may have made it more managable for his sons and the future generations in the sense that it was easier for them to control them rather than to face off against the Juubi. And since he chose to split them, it might of been because he did not believe that his sons could handle it. Other than that, they were split for other reasons, one may be to help create peace across the ninja world and stabilize it, at least thats the vision that Hashirama later had.

Yes and No, if it remained then Indra would've taken control of it and brought peace to the world. It may have even been a brutal peace, but peace nonetheless.

Yes.
1- It would be revived in some fashion if he died sense it was sealed within him.
2- He gave the Bijuu their own personalities/sense of self...and thus created a weakness in the Juubi (should it ever revive)...this allowed Juubi Obito have their chakra extracted and Kaguya to lose control of her form.
3-Bijuu could only be sealed within a 'living container' not an inanimate Object...so were was he going to seal it?
4-Splitting its power among people effectively weakened it...another measure toward managing Juubi should it ev
er revive.
5-Only someone with the power of the Sage's eyes and Body would have the potential to subdue even the regressed Juubi for a considerable amount of time...they'd have been doomed had it revived near full power.

From the standpoint that it made the series a lot more interesting, yes. In terms of the ninja world, perhaps. It was stated that each village having a beast or two of their own did give provision to an overall balance between them all.​
