You are forgetting "Naruto is from Ashura's lineage his predecessor is Hashirama " so his bloodline limit will not effect that Mokuton arms.

Madara, Obito, Sasuke, Dsm kabuto, Danzo, and Tenzo.

Only people of zetsu body

White zetsu and maybe Orochimaru (highly unlikely).
