If the mangaka goes that way and actually develop Hinata then most definitely she has the potential to be the strongest. She can already solo Sakura, then again Sakura sucks at taijutsu and any decent taijutsu user can beat her but Hinata can also shut her byakugou for good and kill her.
Hinata is already strong with Hamura upgrade, its only because of her pacifist attitude that we haven't seen her in action but she's definitely very strong now.

Because Sakura is just gonna stand there and and do nothing. :lol
