roshiʻs moonbuster is a massive inconsistency since he also fires his max kamehameha and it only blows up a mountain. Not only that, but we have people with far greater power than roshi (Piccolo/Goku) at the end of dragon ball with pls of 330, and their greatest nukes are barely island level.
Then thereʻs the fact that roshiʻs resting powerlevel =/= roshiʻs powerlevel when heʻs firing his kamehameha as using the kamehameha massively increases oneʻs power level.

Finally, who said that power levels are linear? No one, having a power level of 5 doesnʻt mean youʻre half as strong as someone with a PL of 10 or you can perform the feats half the strength of someone with a PL of 2x above you.

A normal human needs to be able to utilize Ki before he can do that, and 99% of tr population is unable to do that. Also, an increase of just one in power level can make the difference between an obese male and a body builder, so we aren't able to judge how strong a normal human to be compares to Roshi, but given the information we have, it's pretty clear that they're worlds apart.

Incorrect, you forget that have the ability to raise their power levels with ease when they charge up ki based attacks. So his power level would rise up much higher than his base level.
