Changing the pitch of your whistle has something to do with your tongue. The change increases the curve of the tongue you need. And I think, to just whistle in a clear tone, you need the tip of your tongue to be just below the bottom of the inside of your lip, the rest of the tongue curving upward. The mouth needs to be open and pursed with a little hole in the middle.

Ouch, that sucks. Well, they could always buy a whistle if they need to whistle for someone. But I guess that would look pretty odd.
