It think that he means someone who has allot of chakra can perform the reaper seal. i don't however think that's the case.

if that is the case then it's because the 3rd was a god like shinobi, people just forgive that in his prime he was considered to be the best.

The technique can be used on anyone. For example, Minato used it on Kurama, himself, and Kushina. Like you hinted, Hiruzen used it on Orochimaru, and Hashirama/Tobirama via shadow clones (that also shows that shadow clones can be used to take multiple opponents).
