I don't think he meant looks. It's hard to say about Minato because he died so soon after becoming Hokage. Tobirama did mention similarities between Naruto and Hashirama as far as being able to draw people who believed in him to him so I would say he is closer to how Hashirama was as hokage than Minato. Also although Minato was kind of goofy when it came to naming tecniques, he was pretty intelligent. Naruto has improved in that area a little since he has matured but let's face it, Hashirama and Naruto were not the sharpest tacks on the shelf, but they were able to connect to people emotionally.
