Yeah, that was pretty terrible.
Sakumo being bashed and bullied for saving a comrade instead of completing the mission was pretty awful, too.

Despite all that, Konoha and the NV in general is my idea of Heaven and paradise. I'm sure there aren't many more adult scum in Konoha.
Kid and teen bullies can't be helped though.
