They don't target anybody.
They treat members based on their infraction history.

The above statement correctly covers the gist of what my response would be. Here is an elaboration:
To think that we would actively target a member is rather ludicrous. Contrary to what you may think, we fulfill our duties in order to keep the site clean. A clean, organized site is one that allows
everyone to enjoy the wonderful site made by V. Our ability to warn/infract others is merely to deter individuals from ruining the community's enjoyment, we do not derive any sort of amusement from having to put sanctions on any given member. Yes, we'd rather not have to baby-sit everyone.
A member with a few warnings for a given violation may find themselves thereafter receiving infractions.
Someone with multiple previous infractions will similarly find themselves getting more severe sanctions.
If people can't learn from their mistakes, that's on them. Repeated offenses simply can't be allowed.
Honestly, I can't even fathom any scenario where we'd "target" someone, whom we hardly know and have next to know interaction with. As it is, should a serious grievance against a moderator, general or RP, arise... a Global Moderator is whom you and anyone else should seek for help. They will investigate the matter and work
together to make a verdict.
With that being said, if a moderator were in fact believed to be seriously misusing/abusing their power, make no mistake, that individual would be stripped of their powers without hesitation. We have to abide by the forum rules too, and on top of that, we have our own
additional rules that must be followed in their entirety. We don't have the time for petty feuds.
