In the first series yes. But he expanded the types of rasengan he uses so I don't mind it.

There isn't really anyone in the manga who uses more than 3 go-to techs.

Congratulations you just figured out that naruto has a theme going on with his style of combat.
Its called substance over fluff,quality over quantity.
Naruto learning any conventional justu or complicated ones with extensive hand signs is completely out of his character.
Naruto has a hands on approach and tends to fighting and come up with plans on the spot.
