I guess you could call it that but if that's the case then where is advanced form? Every single ninjutsu is base form unless it's from Naruto/Jinjuriki or Sasuke since they use another's chakra sometimes for their techniques.
Also their is nothing more advanced when it comes to taijutsu than the 8 gates so what could you possibly mean?

No because he's forcibly releasing more chakra than he'd naturally be able to.

Very subjective topic, but he's still enhancing his abilities so it cannot be considered base. People with Sharingan, Susanoo, and Byakugou all depend on their own chakra without a foreign source, yet none of those users would be considered at base.
