I think it's hard to say. It's not really that hard to believe given all of the messed up things governments have done in the past. Genocides, purges, decimating of entire cities. Think about it. A lot of the people in power around the world are genuinely evil. Not all of them, but many of them. Viruses have been manufactured before.
