Very controversial topic. James Watson (co discoverer of the marvelous double helix structure that is life- DNA) got involved in some brouhaha for making statements regarding the "low IQ" of african cultures a while ago.

The premise of his comments may seem prejudicial and it may be too much to extrapolate behavioral or "racial" tendencies from genes (after all- genes code for proteins, and how these proteins and micro-molecular reactions predict behavior is a myopic and bloviating way to view biology) but the genetic, traditional, and cultural expectations should not be disregarded- these factors should all be taken into consideration instead of just assuming that all cultures are the same.

Unfortunately, 87 year old Watson isn't the most elaborate speaker so I understand how his views may be misinterpreted as racist.
And in epigenetics (the study of changes in organisms caused by modification of gene expression rather than alteration of the genetic code itself)

However, although the cost and difficulty of sequencing a person’s genes has rapidly fallen, the technology to get a read on a person’s epigenome has a long way to go to catch up. Only then will the full role of epigenetics in human health and biology emerge.

Ironically, the same journalists who admonish and disparage these scientists can't make an article without saying: "Scientists say," "New study shows," "A new theory proposes," "Experts say," "Professionals agree."

TL;DR:
There is a lot to learn about behavioral, genetic, and cultural science and how they influence our lives from a molecular level to the behavioral.
I personally believe it's a combination of genetics and location that affect the differences in results among races. I don't think purely environment or genetics explain those differences
