True that Naruto didn't have SM to augment his Rasengan..
My point here is that Chidori isn't always equal to the Rasengan.. A huge chunk of the outcome depends on the user too and as we saw, Naruto's Rasengan dealt more damage than Sasuke's Chidori..
It is then safe to conclude that at that point in time Naruto's Rasengan had an edge over Sasuke's Chidori

bold. that has already been explained. rasengan explodes, chidori pierces so they wont make the same type of damage. vote sasukes chidori(that matched that rasengan) still isnt going to blow open the the tank.

This was later proved in VOTE2 when base naruto's rasengan was also equal to sasuke's enton enhanced chidori (logically meaning base chidori would have lost then).

Plus in the scan I originally quoted, which mind you happened after yours, it's Kakashi who says naruto's rasengan could have killed sasuke not jiraiya.

that surge of power is when he is using the seal, without it hes still the same. and he matched narutos rasengan without any cm buff so saying base sasuke is stronger than back then is completely baseless.

narutos base chakra was already low, fact, kurama gave him all his chakra to use(bold was specifically stated) fact. so its with that chakra he used to form that rasengan except you want to throw all logic out of the window then be my guest.
