Hinata loves Naruto. Naruto loves/likes Sakura. Sakura loves/loved Sasuke. Sasuke loves his clan.

Now, in order for shippers favorite pairings to become canon, certain people have to be taken out of the equation for their paring to work.

If Sasuke ends up with Sakura then that gives chance for NH to happen because Naruto would have no one else to go to, regarding romance so he would choose Hinata, naturally. This is also why many people don't want Sasuke to end up with Karin. If Sasuke ended up with Karin then Sakura would have more room for choices and that would decrease the chances of NS and NH happening.

If I recall, NH has the largest fanbase out of the three and since they decide to team up with the SS shippers then they assume that their success rate will increase.

At this point, if any ship becomes canon, Sasuke is the sole person for the final decision. If he ends up with Karin then SS is out of luck, but then you would ask the question, well who would Sakura be with if Sasuke doesn't end up with her? If Naruto choose Sakura instead of Hinata when it was Hinata that confessed to her then that would be considered "fcked up" I guess to some but to others it would be a chance for NS to bloom.

Even if Sasuke turns around and accepts Sakura, it still won't change the fact that, that particular ship is a shit pair.

NH and NS are on the same level when it comes to success rate for becoming canon, but NH might have the slight edge given Sakura's consistent feelings for Sasuke.
