Nope. I mean kishi really didnt have him live up to the hype. He used him as fodder and just a accesory.
The sad thing is that kishi couldve easily had him live up to the hype. For starters he could have let minato actually use his "super long name technique" instead of having minato say " ok im gonna try that technique" *fails or does nothing*. The most we saw was that it requires a kagebushin to do.
All kishi had to do was have minato do some boss combo and set of moves on juubito(probably best done before obito regained control). And then let obito beat him due to superior power of juubi.
Kishi could have even salvaged the situation by having minato do some awesome yet ineffective combo with just his one arm.
Also kishi could have had minato have a single panel to himself where he thinks "theres not enough time to prepare for that technique" during fight with obito, as a minor way of forshadowing him using sage mode later.
In many regards there are 2 minatos. A boss cool one that is very skilled(before juubito), and a goofy teleporting bijuu mode useing fodder who loses his arm.
In the end kishi could have just done a couple minor things to minato that would have made a huge difference.
I would greatly enjoy however if kishi could make a short story about minato. Have him face a villian pre kyubi attack. Show off how cool he was.
So in the end, minato became dissapointing and nerfed during juubito arc.
All this is coming from someone who has spent quite some time in the past defending kishis odd choices such as eyeless susanoo.
