Yeah, as I said before, Rasengan can only destroy walls, armor, or push the opponent away.

So then in part 1 when Kabuto took Rasengan in the gut and got hes all internal organs destroyed is not powerful enogh for you? (He survived due to hes epic plotnojutsu healing ability) U_U

It depends on the intention. If done properly, a rasengan can kill.

Tobi's been hit 3 times with rasengan and nothing has really happened.

Well naruto always attack straight to the stomach so the opponent flies through the air, so there is less damage, but if you attack downward like minato, there will be more damage because your opponent can't go anywhere and that is more deadly. Tobi's arm came of because of that. Imagine if it was aimed at his head
