However, there is something as wanting to see... Yes, can be Uzimaki symbols, however, the chance of being regular decorations are high as well, considering that patern is used in many different cultures and arts in many different era's and unlinked places.

Looked at them again... and there are how Japanese draw clouds, and sometimes water. In Tibetan art it resembles whirlpools...

That's a definite yes. However, That's sage related, IMO. Like Hashi has one as well. UZIMAKI Naruto has the same style back in the Pain arc.

Now THAT would be awesome... I always asked myself what else would be in that scroll... Lately I started rewatching Naruto a bit, and how cool would it be... from the sage to Hashi to Naruto, a physical object, shown in the very first episode.
