Let's use Hashirama and Madara as an example, although Naruto and Sasuke work as well.
When it comes to Taijutsu, they more or less fight on equal terms. But shouldn't the Uchiha stomp pretty much everybody in Taijutsu, assuming their skill is equal to the opponent?
Uchihas get free Pre-Cog for their Taijutsu fights. The fact that WITH the Sharingan they are only able to tie certain opponents tells me that their Taijutsu HAS to be worse than their opponent's. Otherwise, the Sharingan would boost them past being equals and allow them to curbstomp.
Hashi and Madara fight on equal Taijutsu terms. Yet, Hashi has no Sharingan Pre-Cog while Madara does. Same with Naruto and Sasuke.
The only logical conclusion is that both Madara and Sasuke's Taijutsu skill is actually WORSE than Hashi and Naruto, and it's only the Sharingan Pre-Cog that allows them to fight on equal terms.
