Do Shikamaru and Rock Lee both belong to a specific Village/Association?

I was browsing through the Character designs and found identical designs in Rock Lee and Shikamaru.

They both don't have the Konoha headband, or this could be a coincidence.

Besides. I doubt that Shikamaru would leave that, considering how nationalistic his ideals are and how he supports the Will of Fire wholeheartedly. As does Lee. Pretty simple-minded on the latter's behalf. Lol
