I hope you realize his hair never moved and that's just kishi showing the reader, via making his hair transparent, the fact that he got his Tomoe rinnegan back right? Because in the next shot his hair appears to never have moved at all, of we saw it from a pyre Naruto perspective or anyone else for that matter we'd only be seeing his EMS, kishi just made it transparent to the reader to show the change not to the characters in the story of course just the readers as to them, sasuke's rinnegan is still covered this whole time.
