Sasuke needed to be nerfed honestly naruto lost his tsb sasuke had to lose something regardless sasuke can compensate with sussano arms and he showed no signs of being weaker in the last or bourto movie in fact id say hes much stronger in the bourtou movie while naruto losing his tsb pretty much removes alot of his power rsm was op because of tsb adding a layer to narutos combat regardless sasuke still flawlessy matched a biju dama with sussano chidori and he still brought that fight to a physical tie if a supieor sasuke adult sasuke were to face the exact same naruto rsm or even adult naruto without his tsb it would be in sasukes favor due to the fact WE can actually see sasukes progress from vote 2 to the bourto movie where as naruto seems to just enter his various modes and use the same techs from the war... Sasuke got better with ameno , dimenison swap , chidori bust meteors now , etc you can just actually track some progress where as naruto seems to remain the same adding little to nothing to his war self in fact since naruto hasnt shown a tsb since vote 2 and thats wat rele differentiated rsm from bsm bm and kcm i can say he has lost the other bijuus ability to use their respective kkg
