This may seem a little shallow but for a great artist, Kishi made all his final villains ugly. JJ Obi to, JJ Madara , Hagomoro (not villain but former JJ) and Kaguya. JJ Obito looks the worst. ( I like Obito's role but not his designs )

Different series different expectations. With One Piece I expect to like even the villains. Their swag level is over 9000

I liked the way they looked. They weren't supposed to look human (with armor, etc), but were supposed to be god-like.

At least there was some consistency of design between Hagoromo and the three villains.

Consistency was there, but Kishi as an artist has set higher levels. So seeing JJ Obi to for the first time I said WTF ?
