Do I need a sensei to teach me

every jutsu i want to know thats rank appropriate or do you get trained for each rank up to be able to use all jutsu that rank and below?

Ex. As soon as my Bio gets approved i have to find me a Raiton sensei and since i wanna learn C rank jutsu i have to get taught to use each and every jutsu or i get Chunin Jutsu certified. ?

Good question most people would say you would need a sensei to teach you but someone must of created it from scratch do what needs to be done become strong.
