You're right. Frieza only used the Saiyans to do what they had always done, which was conqueror planets. If Frieza had gained all the planets under his belt, he probably would've stopped whereas the Saiyans would just sell the planets and repeat the process.

-It depends on which version of events we’re going with. In the original story (pre-Broly movie retcon), the Saiyans were always conquering worlds but clearly there were other alien species that made the Saiyans look like dog shit. Some examples being Zarbon, Dadoria, Genyu, Racoom, and literally a huge portion of frieza’s army. You must also take into account that Saiyans only got stronger depending not only on how severely they were injured, but also if they were able to recover; therefore if most aliens races could shit on Saiyans and kill them neg-diff, then what Frieza did was almost pointless. On the other hand, for weak races like humans, Saiyans would ravage. The saiyans originally were also born evil and were genetically prone to destroying worlds. And since literally every Saiyans spaceship survived impact, then they’d be free to spread to new worlds. So yes, Frieza did save the universe.

-If we’re going with the retconned events where the Saiyans were always King Cold’s bitch before Frieza even came into the picture, then it can be looked at in two ways. To be honest, the Saiyans were only staggeringly growing stronger due to the recovery pods that King Cold and Frieza’s scientists provided to their armies. Given that information, we also have to take into account that the retconned saiyans on planet Vegeta didn’t really seem to enjoy combat. They were very human-like and seemed to just be enslaved or following orders (which they were). IF the saiyans were complacent with their position in Frieza’s army, then I’d say that Frieza certainly did save the universe. BUT if any of the saiyans were planning to rebel just to become free and not conquer other worlds, then I’d say that Frieza may have damned the universe.

Side note: If Goku had conquered earth then Frieza would’ve conquered everything.
