[Question] Do devil fruits work underwater?

I mean this in a very particular circumstance. We know that luffy stretched under water, and that the state of water can be manipulated. Brook can run on water. Vander Decken DF traversed the sea. What I'm specfically asking is; can a DF user that creates something from nothing use their ability under water? Here are a few examples.

1.can doffy use his awakend DF to pull strings out of the ocean?
2. Could bartolomeo create a barrier to trap a submarine or impede it?
3. Could brulé have a mirror at the bottom of the ocean and just throw DF users in?
4. Could baby five make torpeedos, that function like a torpeedo? (not turn into one)

Things of this nature.

Edit: Robin created limbs underwater, so yeah, DF fruit users should be able to create things underwater. Apparently water just weakens them.

Right, but the stretch stemmed fromhis body, I'm asking if they create something In water, or manipulate a power away from their body but in the water

Does Aokiji freezing the ocean count?
That's what I meant by manipulating the state of water

Yea I don't see why not since all of those instances the user isn't in the water. The Mera Mera though might not but it also may since we've seen Red Hawk.

Barto could in theory make a barrier around himself then go under water and should be unaffected too.

I think the answer is yes, but they would have a hard time doing so. DF users can't swim, and are "hammers in water", but that is not to say they can't use their DF. When Luffy went to punch the Kraken, he stated how the water drains his energy. If exposure to water is physically exerting, then I'm sure in a hypothetical scenario, Doffy could use his Awakened Ito Ito.

Also, depending on how much of the body submerged, the amount of energy drained changes. Luffy was able to act with an arm submerge, and Robin blossomed thousands of limbs to catch the Sunny, but I would wager that a light breeze could have knocker her down while all of her sprouted limbs are in the water. Remember, her sprouted hands and limbs are still her actual body, and what happens to them happens to her. Sugar transformed her by touching one of her Hana hands, and it's been stated that she feels the strain from each of her individual limbs when she ran up them in Dressrosa. Thus, if her hands are in the water, then her energy is being tapped.

But, yeah. Short answer is yes, if they act before the water completely saps their energy.
