I'm pretty sure theres alot of people in the village that aren't ninja so maybe not. But maybe ninja school is still required for everyone but you can choose to not be a ninja.
But children can choose if they want to be a shinobi or not. It's just that shinobi clans have to live their legacy

No this is not the military where they are required to sign up for the draft. In NV, how it works is that they are select people that get to coose their majors and their majors don't always have to be living the life of a Shinobi.
Like Iruka, they can choose to be a homeroom teacher.
Like Teuchi, hey can choose to be the owner of a ramen store.
Like Shizune, they can choose to be a nurse.
Like Kurenai, they can choose to become married and then pregnant and they leave the Shinobi field.
Like Konohamaru, they can become prankster ninjas who barely do useful stuff.

then who is gonna be a doctor,a lawyer, a police officer,a journalist, a athlet ,an coach , a writer, a movie director,a artist,a Accountant ,an teacher,a Architect, an chemist,an Civil Engineer ext...ext....ext..?????????????
They dont need lawyers because they dont have courts
They dont need doctors because medic nins do that
They dont need policeman because ninjas do the policing
they dont need athlets because they dont have olympics
They dont need civil engineers because anybody can easily build bridges chopping off some wood and putting them together(Anime Fact)
Basically if you dont go the the ninja academi and dont become a ninja you cant get to do most of the job.
then who is gonna defend their village ? :lol
Not every kid in the Leaf Village is a shinobi. Just the important one's.
Same goes for the civilians, not all of them are ninjas.
We had individuals such as Kakashi become a Chuunin at the age of 6 which is literally sick and twisted considering it's a competition that involved killing other children and teenagers as well. It's a pretty sick and twisted thing, but especially in times of war, it's no surprise that children as young as even Kakashi when he became Chuunin would be trained to kill others.
