You are referring to when Kakashi and Obito stood together against Madara and Obito said "the power of the eyes show their true strength when they're together." It was never stated when they are with the original owner.

He can probably summon it but he wont be able to use it to fight. So me scans of him using it to fight with out the rinnegan. Or even summoning it i want feats . People love talking about feats here unless its against there argument
