The manga showed obito cant use PS because he did not. You think obito gave kakashi enough chakra to have both sharingan and use PS when he didnt use it to hold off his death.every sharingan technique is an uchiha kekkai genkai but it has not stopped kakashi from using them his entire life. Obito said he does not know how long the light in the second sharingan will last. It is the gift he is giving him for becoming hokage. By his power being useless he means at the level he was at he coukd not be a factor. But now he has new power that belongs to him and him alone. Granted it was a gift.
