A war has just ended, Naruto and Sasuke are spent and need time to recover. Naruto would like to unite the Shinobi World which he would not be able to do if he is tied to the responsibility of one village. He has also admitted that he does not have all of the answers. I'm sure he would be the first to admit he is not ready to be hokage yet. He also cares about, admires and believes in Kakashi sensei so I'm sure he would be happy to have him as hokage.
