A ninja who has achieved a distinguished level by attaining abilities that set them apart from other ninja in whatever they chose to excel at. For example S-rank and forbidden techniques etc. Good combat skills, good leader.

A kage level shinobi =/= how many one on one matchups can be won in my own opinion.

For those who said Kakashi was no longer "kage" level.. there is really no legit way to confirm that, since his style of fighting is already different. He already Jounin level as a 12 year old kid without the Sharingan. Now you are talking about a Kakashi who's chakra isn't drained by the sharingan, and can use both of his eyes (something that can be a big problem), and is still a master at what he does.


PS: The entire Village is technically the Hokage's "power". As he commands all the ninja under him.

If you can fight at the same level or near the level of other kage then you are at kage level. So over time, the standard for kages has decreased.
