Somehow this true. In Part 1 the "Kage Royal" between Hiruzen, Tobirama and Hashi was stated to be a fight on Kage Lvl. But if we compare their fight to the standards of Part 2 characters the whole fight was nothing but high jonin at best.

Back then when the 5 countries were not allies it was the power. When the nations became allies then it was the prevous colaboration with te village (like Kakashi becoming Hokage because of his paper on the war, despite having lost his sharingan).

I'm with this as in the person doesn't simply need to have strength. Yes after part 2 the whole "kage-level" adjective is very played down, but for me the person needs to be at least as strong as Sasuke with EMS. That's just me tho. I agree with the fact that there is more to it than just power, and that they need to be able to protect the village

Tsunade really doesn't have completion when it comes to specialty or kill set.

Only Two people can do what she can.
