As of the Chuunin exams arc, Hiruzen was the God of Narutoverse. Kishi changed it to Hashirama stating he had not set the power balance. Tobirama stating the first edo revival at lower power was an @$$ pull.

Yes he ****ed up there
he made the first way too weak. so he changed and gave the title to the first.

Hashirama deserves the title since nobody has given Hiruzen that title since he was revived.
Nagato was a self-proclaimed god.
Gaara didn't call Madara god nor is he a god of shinobi. He was only referring to his powers, that's all.

Itachi definitely deserves the title, however.

Hashi is the only true god of shinobi. Hiruzen is pathetic. Nagato started calling himself a god. The title wasn't given to him and Madara is using the god of shinobis power so that doesn't count IMO.
