If u r referring to Substitution then Iam pretty sure Naruto used it after fighting Oro....

If u r referring to Kyubi's chakra ,I don't remember sayng that Naruto can use it b4 training

What if Sakura went against Gaara

then naruto and sakura both would have disqualified because naruto would have jumped in the battle.and then the same fight between naruto and gaara which occured after chunin exams.
