First of all I think U getting everything twisted.
1 obito & madara . the difference is obito was a positive person b4 he was converted by madara + his intention was not greed and been power hungry. He's whole revenge was based on love N in his heart he still cared.

Madara on the other hand was ashura and power hungry and that shifted him to that side.

I think it's because Obito's ideals were more like Ashura's than Indra's so he got the sun end of the staff as naruto did being Ashura's incarnation. And just because Naruto and Sasuke haven't manifested the staff doesn't necessarily mean they can't because Obito manifested the staff even after he seemingly lost it after having the bijuu and the gedo mazou pulled out of him
