Plasma takes longer to melt certain objects, like a rock, as opposed to other things.
Gaara sand is composed of tiny rocks.
For one Gaaras sand out weight Sasuke fire for it wasn't effective, it most likely smothered the flame.

In part one Katsuyu melted a rock, not because her acid is hot, but because the properties of the acid are different, it is in liquid form, and it is more effective to a rock, than fire.

Another thing about acid
A highly concentrated acidic paste is suddenly released from the mouth. The acid boasts such high density and concentration that it is even capable of diluting stone, vaporising it. Because there are no prerequisite moves to do before this techniques' activation, Katsuyu can easily strike quickly, and catch an enemy off-guard with this attack.

While the data book just call Amaterasu the highest level fire attack, that doesn't mean if this jutsu fails, no other jutsu will work. That is only if thst jutsu is another fire style
