@Bold So define the perception of an adult hyuga then with mangafacts. And also note that even with the so called perception of a adult hyuga, Hanabi was never called a genius ever while Neji was regarded as the greatest hyuga genius ever to exist by everyone.
Hiashi was comparing the potential overall irrespective of age and the below scans clearly proves my point. He clearly says the main branch has been surpassed and Hanabi was the heir back then and he also says that Hizashi should've been the head meaning Hanabi had no chance of ever surpassing Neji. Also Hanabi never hid her true potential like Hinata did so Hiashi's comparison was pretty fair.

The last Hanabi is 13 years old same with late part 1 Hinata and same with early part 1 Neji.
At those age Neji could only see 50 m away which is inferior to adult Hyugas.
At same age Hinata coulnd't see tenketsu which is inferior to adult Hyugas.
Meanwhile 13 years old Hanabi has perception as any grown up Hyuga as said.
So when there were 13 Hanabi had the best Byakugan perception among those 3.
