Kaguya has more raw power than madara but she didn't really fight other people with chakra so she has no expirance deal with other chakara user which is why Naruto and Sasuke beat her quickly
Madara has much much more refined and controlled power with a lifetime of battle experience but he doesn't have as much power

Then as he was falling naruto and sasuke rushed after her.Even after being blind sided twice by kakashi she had plans to escape yet kakashi used his kamui once more to screw her plan to kill naruto using her dimension shifting to project a dead bone ash justu at him.
Even then after her 2nd plan failed she had enough time to take to the sky(After 4 botched attempts to corner her)it was then and only then would sakura's attack have ever landed seeing how kaguya had no other place to go whatsoever.
