The question you're raising is false. Chakra potency comes along with Chakra reserves. They're not a separate thing, they're interchangeable. Just like the principles of quantity and quality. You're probably asking the difference between Chakra reserves and Chakra control. Chakra reserves is like Naruto spamming lots of Chakra over a technique, while Chakra Control is spamming little amount of Chakra over a technique.

Chakra reserves: Nagato, Naruto, Kisame.
Chakra Control: Sasuke, Sakura, Tsunade.

Op is right. It's chakra potency, not so much chakra control because naruto who has massive amounts of reserves was said by Sasuke to have great amount of control for all that . Potency means the strength or power put into that single action which is being taken. With chakra potency you cannot spam as much as you want but that single jutsu really counts when it comes to power.

Well, I have to disagree with you. I may be paraphrasing, but it was stated that the Senju were gifted with powerful chakra, which put them on the same level as the Uchiha since they weren't gifted with the dojutsu. I mean, I don't know any other way to explain it.

Say, Hashirama has 50 gallons of chakra, while Kakashi also has 50 gallons of water. I'm sure you can agree that they both are skilled in chakra control. But because Hashirama's chakra is more powerful, as stated in the manga, it would take Hashirama less chakra to create one clone than it would for Kakashi.

But, if you're talking about Naruto, who has 100 gallons of chakra, he could create twice as many clones as Kakashi and retain the same amount of chakra.

Again, you're confusing concepts here. Chakra potency just means the strength of Chakra, like when a Biju Chakra breaks objects simply by sprouting Chakra or creating shockwaves just by Chakra and that is what potency is by definition. What you're describing is Chakra control. For example:

Bunshin Clone is an academy technique; Sakura and Sasuke have both superb Chakra control that they may only use 10 points worth of Chakra for that particular technique, which is a description of good control rather than potency, because it's got nothing to do with potency. Naruto, on the other hand, has terrible control that he may use up 50 points of worth of Chakra over a low rank technique, but because the humongous reserves he has, it's not a problem for him.

That is basically Chakra Control. Not Chakra potency.

Chakra potency is interchangeable with Chakra reserves. The more energy is supplemented to something, its power increases.

naruto now has excellent chakra control since war arc

Chakra control can come in different ways. He still has bad Chakra control in fundamentals.

I disagree. Naruto can mold his Ninetails chakra potency to specifically match an individual's chakra. Potency and volume are also two different things since hinata didn't gain bijuu chakra levels but could still block an attack from the juubi with her tailor made chakra. And there's no proof that Naruto has bad fundamentals with chakra control.

You won’t have to exert more energy into something if the substance is already potent enough. That’s what chakra potency is, it’s a rise in quality not quantity.
For an example Uchiha flame formation. It can only create a little barrier unable to expand in length B rank move but the chakra is so potent enough to raise the quality in its fiery components to burn even a biju’s body. No other barrier has that kind of quality.

Chakra control can come in different ways. He still has bad Chakra control in fundamentals.
That’s not entirely true well at least for the second part. To be able to match everyone’s chakra ratio and change chakra in shape is so fundamentally advance that even Minato is unable to do it up to Naruto’s grade.
Chakra control is for both potency and reserve type of people. The middle ground where both Kakashi and Sakura originally were the best at in part 1.

All I'll say is that Sakura with a small fraction of her chakra was able to damage Kaguya, as opposed to narutos large tailed beast chakra

Uchiha = strong chakra and some with large reserve's also.

Senju Hashirama large reserve's.

Madara's strong chakra let him use PS and control Kurama and fight on par with Hashirama with sage mode for 24 hour's.

Then there is Kushina who have only strong chakra and Nagato due to being of Senju lineage have large chakra.

It was later established that Indra inherited Hago's eyes and his Chakra potency, while Asura inherited his body and his chakra reserves.

Similarly, Naruto has chakra reserves, while Sasuke has potency. By the end of the manga, they both were at the top for chakra control.

Now, to explain potency vs reserves. Think of guns:

Think of chakra reserves as the amount of ammunition that you have. The more you have, the more you can shoot.
Think of chakra potency as the type of ammunition. Think of sniper rifles, AP rounds, bunker busters, and your regular bullets.
Think of chakra control as your skill with the gun. How accurate you can be, and how many bullets you have to shoot before hitting the target.

Basically, if you have all three, you're awesome, but the series has limited you to either reserves or potency, while you can train your chakra control on your own to make the most of what you have.

Reserves is how much the user got chakra, potency should be better quality/stronger chakra?

Chakra potency equals to the effectiveness and power behind the jutsu. Sasuke's fire-balls will be stronger than a non-Uchiha's because his Uchiha blood gives him potent chakra. Even if he's not pumping truck-loads of chakra into the technique, it'll still be stronger than average because of the potency.

Reserves always win out unless you're an Uchiha with the Sharingan.
