It doesn't really look like kamui. It's an S/T tech but works differently. Kamui creates a kind of hole. This one takes everything within a certain spherical range.

True, they arn't Uchihas, yet they seem to have sharingan even when cloned. Like they are born with it, which shouldn't really be happening. And Sasuke says "they have some kind of sharingan". So it's possible they have some connection to some uchiha, maybe multiple ones. So it could be a variation of kamui. But we will never know.
