The problem is that there are always strong weather events going on, somewhere. The Farmer's Almanac has a reputation of being at least as accurate as any meteorological attempts to forecast seasonal weather patterns.
Saying: "There will be an increase in adverse weather" implies that there will be a series of noteworthy and/or unusual weather. Snow in late April or May for the midwest would be unusual without being firmly in the category of 'bizarre' (such as snow in June or July). Trying to point at a single hurricane as verification of such a sweeping claim is silly.
Farrakhan isn't the only one that does this type of thing:

It's rather typical of Islamic scholars to make such claims.
So, it's no surprise coming from Farrakhan. The nut doesn't fall far from the tree.
